Affordable Connectivity Program

The Affordable Connectivity Program (ACP) is a federal program to help households pay for internet service during the COVID-19 pandemic.

This federal program provides a discount of up to $30 on the internet bills for households that meet certain income eligibility requirements.

A household is eligible for the Affordable Connectivity Program if one member of the household:

  • Has an income that is at or below 200% of the federal poverty guidelines;
  • Participates in certain assistance programs, such as SNAP, Medicaid, Federal Public Housing Assistance, SSI, WIC, or Lifeline;
  • Receives benefits under the free and reduced-price school lunch program or the school breakfast program, including through the USDA Community Eligibility Provision, or did so in the 2019-2020 school year, 2020-2021, or 2021-2022;
  • Received a Federal Pell Grant during the current award year;
  • Meets the eligibility criteria for a participating provider's existing low-income program.

There is a limit of one benefit per household per month.

What is the Affordable Connectivity Program?

The Affordable Connectivity Program (ACP) is a Federal Communications Commission (FCC) program to help households struggling to pay for internet service during pandemic. This new benefit will connect eligible households to jobs, critical healthcare services, and virtual classrooms.

Can more than one person in a household qualify?

The Affordable Connectivity Program is limited to one monthly service discount per household. A household defined as any individual or group of individuals who are living together at the same address and share income and expenses—roommates are a household, a family living together are a household.

Who receives the funds?

As the provider, Randolph Communications will receive the funds directly from Emergency Broadband Benefit program.

Can I apply for the ACP if I have a past due balance?

Yes, eligible consumers with a past due balance or a balance in collections are eligible for the benefit. The ACP does not apply to the past due balance, it will cover $30 of the current month's bill.

Will eligibility be determined through the National Verifier?

Yes. Household eligibility will be determined through the Universal Service Administrative Company's National Verifier.

If I already receive Lifeline benefits will I automatically receive the ACP?

Yes. Household eligibility will be determined through the Universal Service Administrative Company's National Verifier. No. You must opt-in with RC or request enrollment in the ACP program with RC and choose an eligible service plan.

Can I sign up for the ACP if I am already a customer or if I was a customer in the past?

Yes. The benefit is available to eligible new, prior, or existing RC customers. No. You must opt-in with RC or request enrollment in the ACP program with RC and choose an eligible service plan.

Can I receive both the Lifeline discount and the ACP discount?

Yes. Eligible customers can receive both the Lifeline discount and the ACP discount. Eligible customers can combine both the Lifeline and ACP benefits to the same qualifying service or separately to a Lifeline service and an ACP service. No. You must opt-in with RC or request enrollment in the ACP program with RC and choose an eligible service plan.

Can I collect a credit that is more than my current service cost?

No. The ACP credit can be up to $30 per month; but, it cannot be more than the price of the broadband plan. No. You must opt-in with RC or request enrollment in the ACP program with RC and choose an eligible service plan.
